I’m almost positive some of them overstay their visas, and should’ve been deported immediately. Another failure of the government.

As far as I know, the actual pilots (Mohammed Atta, Marwan Al-Shehhi, Hani Hanjour and Ziad Jarrah) were all legit. The muscle hijackers were all interchangable and could easily be replaced if they were deported.

The biggest failure of the government was the rivalry between the CIA and FBI resulting in the two agencies withholding information from each other.

The FBI also ignored countless tips over the years leading up to the attacks.
