TNE suspension

I've found this recipe:
BA 2%
BB 10%
PS80 3%
distilled water

1. Mix BA. BB, P80 and powder.
2. Heat till dissolve
3. Filter destilled water
4. Filter dissolved BA. BB, P80 and powder
step 3 and 4 filtering into same flask one by one.

I would like to make 100ml and using buchner funnel filter

Is this guidance correct? Not sure when to add destilled water?

Hi, glad to be here. Struggling with TNE. Made 10vials of oil based (BA and BB, no super-solvents) but in 5 vials cristals showed up after 30hrs. Now would like to try to make suspension.
